SEC. 331. Repurposing and reuse of surplus military firearms.

(a) Army transfers.—

(1) REQUIRED TRANSFER.—Not later than 90 days after the date of the enactment of this Act, and subject to paragraphs (3) and (4), the Secretary of the Army shall transfer to Rock Island Arsenal all excess firearms, related spare parts and components, small arms ammunition, and ammunition components currently stored at Defense Distribution Depot, Anniston, Alabama, that are no longer actively issued for military service.

(2) REPURPOSING AND REUSE.—The items specified for transfer under paragraph (1) shall be melted and repurposed for military use as determined by the Secretary of the Army, including—

(A) the re-forging of new firearms or their components; and

(B) force protection barriers and security bollards.

(3) TRANSFER FOR HISTORICAL PURPOSES.—Notwithstanding paragraphs (1) and (2), the Secretary may transfer up to 2,000 surplus caliber .45 M1911/M1911A1 pistols and 2,000 M–14 Rifles to a military museum for display and preservation.

(4) ITEMS EXEMPT FROM TRANSFER.—M–1 Garand and caliber .22 rimfire rifles are not subject to the transfer requirement under paragraph (1).

(b) Navy transfers.—Section 40728 of title 36, United States Code, is amended by adding at the end the following new subsection:

“(i) Authorized Navy transfers.—

“(1) IN GENERAL.—Notwithstanding subsections (a) and (b), the Secretary of the Navy may transfer to the corporation, in accordance with the procedures prescribed in this subchapter, M–1 Garand and caliber .22 rimfire rifles held within the inventories of the United States Navy and the United States Marine Corps and stored at Defense Distribution Depot, Anniston, Alabama, or Naval Surface Warfare Center, Crane, Indiana, as of the date of the enactment of the National Defense Authorization Act for Fiscal Year 2017.

“(2) USE AS MARKSMANSHIP TROPHIES.—The items specified for transfer under paragraph (1) shall be used as awards for competitors in marksmanship competitions held by the United States Marine Corps or the United States Navy and may not be resold.”.

SEC. 332. Limitation on development and fielding of new camouflage and utility uniforms.

No funds may be obligated or expended for the development or fielding of new camouflage or utility uniforms or families of uniforms until one year after the Secretary of Defense notifies the congressional defense committees of the proposed development or fielding.

The M14's have to be de-milled as they are capable of automatic fire. I'd love to see those receivers torch cut and the parts sold surplus. Those parts would make fantastic M1a rifles.

Melting those 1911's is a crime. the CMP has done a great job over the years and I don't know of any of the Garand, 1903 or 1917 rifles being used in a crime.

I say melt the Glocks and Sigs, Save the 1911's!

I so wish it was this easy.    Unfortunately the BATF has a rule "once a Class III (machine-gun), always a Class III" It was their way (back in the Clin-tonn administration) of preventing M14's from being released to CMP even after de-mill.

Short story:

There was a fella named Mike Kelly who was a wiz-bang precision welder who worked in one of the East coast Navel shipyards. He welded Sub reactors. He was also a firearm guy and had an FFL manufactures licences. He started up a company "MKS". 

He bought a pile of "scrap metal" from the DRMO. The scrap metal was de-milled M14 receivers. He welded up one of the receivers, minus the lug for the selector, and submitted it to BATF for approval as he wanted to start selling these.

BATF APPROVED  his application to manufacture. Fast forward ~ 2yrs and Mr Kelly gets a visit from BATF. Look story short,... they confiscated his inventory and also his Bound Book which listed every customer he had sold a receiver to, ..... then they contacted each customer and instructed them to surrender there "machine-gun" or face the consequences. Why: "Because once a Machine-gun, always a Machine-gun".     

He eventually was arrested and convicted on this and for other firearms seized during a Warrant.

This is the story as I remember it, ... I'm sure Google could clear up any errors in this story.

Those kits (FAL,HK,AK and PSL) were minus the receivers, .... I. E. just a pile of parts. That way the kits could be imported as technically they are not firearms.

The M14's were properly de-milled by our own Government and sold as "Scrap metal" by our Government. Once Mr. Kelly welded the receiver half's back together, BATF implemented the Once .... always.... rule.

Lee, you are focused on the reciever and I am focused on all the other parts of the rifle. Once a machine gun applies to the reciever only.

If I were to build a post 86 sample machine gun on a Semi auto AR reciever I could never weld the holes and pocket up and declare it a semi again. I could destroy the reciever declare it as such and keep the complete upper and most of the small parts and put those on a semi auto reciever and move on.

Again my post was focused on the m14 parts that can be used to build legal semi auto m1a rifles. There are very good M1a recievers out there and other complete rifles that could use good quality GI bolts, op rods and trigger groups.

Melting those 1911's, instead of selling them, would be a travesty.....    but since when did the gov't care about minimizing waste.    There is no free market imperative there.

Yup,.... but I would bet we will never see this happen under this Administration. 

Unfortunately, even if the CMP starts selling 1911's, the $ will be so high that the original intent of the program will not be successful.  "what is Lee talking about" you say. Let me explain.

The ODCMP ( Office of the Directorate of Civilian Marksmanship) use to be an long established Army program that promoted Marksmanship to the civilian community by selling surplus Military firearms at a reasonable price. You know, so the average "Joe" could afford one. A qualifying citizen could by one M1 Garand. One, Uno, "1" rifle per life time. My first Garand was only $195.

Then the Gov-munt decided to transfer the ODCMP and call it the CMP creating a quasi private company.... then the program when to feces. Prices went through the roof and the rules were changed where you could buy up to 6 Garands a year!!!!!!!! Every YEAR!!!!! The Gun shows became swamped with CMP firearms for sale (at profit) still in the original CMP shipping box. Interestingly the person buying the rifle from CMP has to declare it is being purchased NOT for resale purposes. Yea, right.
