Hawks point does have them? I have racked steamers there was wondering if I could get horse clams there. What do you look for to get them?
Also I just checked with the health dept. and Hawks point, willapa bay is open for all clams except razors.

Horse clams stick their neck out of the sand like a geoduck.  So look for a hole in the sand with a neck in the middle.  You can also look for them squirting water as you walk around the beach.  If you touch the neck it will retract, leaving an empty hole about the size of a silver dollar.  Start digging.

A foot or 2. Is there any reason your looking there instead of Hood Canal?  Are you getting them for eating or bait?

Dosewallips an duckabush have them.

If you can get to hope island in MA 13 it's loaded with them.

Yep. Dosie and Duck. Sure there are a few other places too. I don't care for them. The bonus is you can get steamers too!
