Budgetary matters are not always my primary concern, but it is a major concern, for me. Unless the military spending increase was his primary motivator, I cannot see what in this bill he can consider a win for his base, and his demeanor suggests he recognizes that.
This makes me wonder what - Mueller? - he was given to capitulate on this, if it was not military spending. Perhaps he knows of a greater urgency that makes the military spending increase a paramount consideration. I can't tell, and it's bothersome.
