Best unit to hunt Roosevelt in Oregon?

What is the best public unit to hunt early-season archery in Oregon for Roosevelt obviously not a honey hole just an entire GMU what GMU would you say is the best that holds the biggest Rosie's or the most?

West and northwest of Portland in Trask, Wilson, Saddle Mountain, and Scappoose units are pretty hard to beat.  Private timberlands and state forest land to hunt.

 The biggest bulls are not conning off of public land. If you are looking for private access to any elk, good luck.  The timber companies are pay to play there and lots of brush racks come out of there also. It's a circus anywhere there are accessible elk, better than Washington but a circus.  I would look for as rugged of a hole you can find (easier said than done).

You are correct. Most of the private timber land companies only allow day use only. Unless you pay to play like weyco requires. Then they have their own rules. But if the timber company is under the NCTM (north coast travel management) then it’s no camping, motorized vehicles etc etc. unless posted other wise. To give a few Stimson lumber company, L & C tree farms, agency creek management. They all fall under the NCTM. I do know Stimson lumber gives out a “dream hunt” for a kid with life threatening or terminal illness. So that area might be closed off to public access why that is taking place.

Powers unit. It takes about 10 or 11 pts but is known for big Roosevelt's. It isn't a secret.

Powers. For what you are describing. The downside is Oregon draw, but it is what it is.

Every unit holds big bulls.  Just find the thickest, nastiest hole, far from roads and you'll find one.  Getting a shot in that stuff is a different story.  I grew up in that country and seeing and harvesting are two different things....I'd focus on units south of Newport
