You still can buy a left over multi season tag when they go on sale.  Its not any different from any other year.  Last year was around the 15th.  Can't really see bad mouthing the dept. on that one

They should have been available by now.  Wdfw has been grossly inefficient and late on everything in recent history.  Theyre doing a crappy job.

I can't comment who can buy what but I can say I received the email below today.  I did apply for and was drawn, but DID NOT purchase my Multi Season deer tag.

-------------------------------START OF EMAIL-----------------------------------------
Great news! You are eligible to participate in a second chance purchase of a multi-season permit on
August 15 at 10:00AM!

Keep in mind purchases are first come first served!

Rules for purchasing the multi-season permit:

      1. Hunters wanting to purchase a deer or elk multi-season permit
must have purchased a 2018 deer or elk multi-season special
          hunt application.
      2. You must have a general elk or deer license before purchasing
          a multi-season permit.
      3. If you have a general season elk or deer tag, you must
surrender it to the authorized WDFW license dealer at the
time of your multi-season permit purchase. There are
no exceptions. You may not mail in your general season tag at
          a later date.
Multi-season permits are not available online. They can only
be purchased at an authorized WDFW license dealer, a
WDFW regional office, or WDFW headquarters in Olympia, WA.

Additional information

Multi-season elk permits will go on sale at 10:00AM on August 15.

        1. There are approximately 131 multi-season elk permits available.
        2. Multi-season elk permits are expected to sell out in 30 seconds
or less. It is likely that only one in every 20 license vendors will
be able to complete a transaction for elk.

Multi-season deer permits will go on sale 10 minutes later at 10:10AM.
If you plan to purchase both permits, you must do so in two
separate transactions.

        1. Multi-season deer permits normally don’t sell out on the first-
come, first-served date. This means sales will continue until the
tag limit is reached. If you purchase after August 15, you will
be required to contact WDFW headquarters between 8:30 a.m.
and 4:30 p.m. Monday through Friday to complete the
cancellation process for your general season deer tag.
        2. There are approximately 2,800 multi-season deer permits available.

Hunters who purchase a multi-season permit through this process will not lose points in their multi-season deer or elk special hunt application categories.

...and I didn't.  I normally do receive these types of email from WDFW.  No big surprise they've got it messed up.

I got my email, maybe they only send it to those not drawn. Even though anyone that applied can purchase one.
