I am having a heck of a time deciphering the new regulations... However, I believe what I am reading is if you think you are keeping a trout or steelhead legally on the Methow you are dreaming. Is that fair to say?

Probably.
I haven't looked at the regs  for a while, but there used to be a hook size restriction as well. Like no larger than a size 12.

Definitely no steelhead. If it is opened it is an "emergency opener". The default rule is no targeting period.

And it looks like you can only target Eastern Brook Trout in the tributary creeks, not the Methow itself.
