You aren't going to find any hatchery fish to speak of, since the state shut down the hatchery steelhead program up there a few years ago. It's possible that there will be a stray or two, but I wouldn't count on it. Your best bet for success is to target dollies. I'd fish a spinner/spoon, or drift fish a bead or small cluster of eggs. Yarn balls work too. Don't limit yourself to the hatchery area, there's a lot of river upstream of there. Also plenty of good spots on the Skagit itself to check out. Learn the Skagit access spots so that if we're lucky and get a catch and release steelhead season this spring, you'll already know where to go.
