Baiting deer

So it is legal to hunt deer using bait as long as it is less than 10 gallons and not within 200 yards of another bait site. Does this mean it is legal to hunt “over” or “on” a bait site? I don’t see anywhere where it says hunting on or over a bait is illegal. Anyone know for sure?
