Exposed domestic bird feathers need to be 30 ft from the trap? Exposed wild bait and parts need to be but exposed domestic bird feathers?
If I need a permit and education to buy a firearm than women should need a permit and education  before getting an abortion.

Here's the wording: Within thirty feet of any exposed meat bait or nonedible game parts which are visible to flying raptors.
Are your feathers meat bait? Are they nonedible game parts?
Sounds to me like you are OK to use them.
