More on this Bill or petition.
http://oregonvotes.org/irr/2022/013text.pdf
and the site for this petition that the pdf is from.
https://www.yesonip13.org/
From what I see in their site and in the language of the petition is that a rancher could only sell or use the carcass after it has died: IE: natural causes. meaning YES even though it's stated in the language that animal husbandry is exempt they couldn't sell or slaughter any until they die of natural causes.
This passes and even if not now later on it probably would and not that long from now due to the current situation we are seeing, the Poaching of a cow will rise!
"When my bow falls, so shall the world. When me heart ceases to pump blood to my body, it will all come crashing down. As a hunter, we are bound by duty, nay, bound by our very soul to this world. When a hunter dies we feel it, we sense it, and the world trembles with sorrow. When I die, so shall the world, from the shock of loosing such a great part of ones soul." Ezekiel, Okeanos Hunter

Has I13 made it on the ballot?  Very scary stuff.  Would end hunting too
no! not yet it's slated or they want it to be on the 2022 ballot.
And yes! you can guarantee that if this passes hunting would be ended in all but defending oneself or something, but then again if you can't legally hunt you won't be able to be out in the field at all, so self-defense wouldn't be that viable of a defense.

Has zero chance of passing because of this:
The initiative also seeks to re-classify livestock breeding and artificial insemination as sexual assault of an animal — a Class C felony.

The dairy industry would flip out if this went anywhere. This would cost them millions and put nearby states at an advantage.

Whoever wrote this went way too far. These vegan activists are their own worst enemy.
