bottom of the willipa bay open to public hunting?

I heard there was an area know at the bottom of the bay that is permit only for big game hunting is that true??/ porter point and lewis unit? back behind there any one know????

First I heard of it.  Interested in the finding though, I hunt alot down around those areas.
