thats an older model and i believe was one the very first inlines produced by cva. i think it got fairly good marks when it was in production? you may wanna do a little research. they came with 2 breech options, one was 209 and the other was #11. you'll need the cap breech to be legal in wa.

from the one i saw online they look like they are open and exposed to the elements and it did say there was a 209 conversion kit for it so it must use percussion caps. i have never been around them to say for sure.

the staghorn is one of the cva's that can be converted to #11 by just changing breech plug (according to cva's website). so even if that gun is a 209, a call to cva and probably 20$ for a breech plug would fix it. The staghorn is an open breech design. the only problem when i had mine was cheap plastic sights, but i think better sights are available for 30$ or so. for the price they are very accurate.
