WDFW 2009 Special Hunt Permit Drawing Results Questions

Just looking at the drawing result breakdown by points, I am not sure what the difference is between an application and an applicant.  Anyone know?  Maybe the report would make more sense to me that way.

I could be wrong but this is the way I read it.

Application includes all single applicants and group applications counted as 1 in the total.

Applicant includes all single applicants and the group applications counted with each group member counting as 1 in the total.

Hope I wrote this in a way that makes sense.

Another question on the same lines, if you are looking at # of applicants on previous years results, do all 4 of your permit choices get your # in them? Meaning if I use all 4 choices on the permit application, does each of the 4 permit choices I choose, add my applicant count to them? So I can be counted 4 times per permit application, just under different permit choice #'s. If that makes sense.

If that is the case, then there are potentially 4 times more applicant's in the permit choices than actually applied for permits.

Yes, that is right. That's why if you look at, for example, the number of moose applications for each hunt, and add them all up, it comes out to 60 some thousand. But there were actually only about 20,000 people that applied for a moose permit. Which shows that on average, each applicant listed 3 choices on their application.
