I haver noticed deer attractants on the shelves at stores I have never seen them at before are these things legal I've never used them and they seem kinda like cheating

Yes, baiting is legal.  But if you think it is cheating then don’t use attractants.

I have a few trophy rocks on my place in Stevens County and they work very well. I have a good number of does and bucks that use it pretty reg.. I have not taken a buck off my place in 17 years......but if a monster ever comes in during hunting season you can bet your butt I will.  ;)
