Baiting deer is legal.  I think that the problem is that there is a device for holding back that arm.  I'm pretty sure that's illegal.  If you can't hold back the arm of your giant mouse trap on your own, you have no business hunting with one.  Maybe you should just toss D-Con out of the window of your truck when you're road hunting.

Is that a flashlight rubber-banded to that thing?
