I don't follow the part about "the first across-the-board increase in Washington hunting and fishing license fees in 14 years."Hunting licenses cost more today than 10 years ago. Is this because not every single item has increased?

Hunting and fishing license fees should be dedicated funds. Dave Workman had an excellent idea, split away non-hunting departments and give them to a different agency.
