It is a shame that you lose all of your cow points then too. The WDFW needs to change that asap!
If a person doesn't want to lose points in more than one category, they have the option of not applying that year, in one of the categories, OR you can apply for the "point option". So you still gain a point but don't risk drawing a permit you won't use and losing all your points.
That is still a horrible option. If you get drawn for two tags, you should be able to tell the game department if you want them both or if you want to hunt one of those and then save the points for the rest. You pay separately for each tag, so you shouldn't lose one.
This is the way it went for me so you don't think I am an idiot. Back in 2002 I turned in a big poacher case. I got ten points. Last year I got drawn with 20 points for the quality bull so this year I started over with one. I still had 20 cow points and one buddy had 6 so a group of four put in for cow tags knowing we should draw. The same buddy also had six quality points and he his two sons each having a point and I put in for a quality toutle for a total of 9 points. We would assume we wouldn't draw the toutle tag with average 3 points. Well we did. I chose a point option because I now have 21 bull points.
