Does the Mill Creek Army Corp. of Engineers in Walla Wall area hold any birds??

Haven't hunted over there.  There's a few guys on here that live near Walla Walla that may be able to answer better. 

It is listed as a WDFW release site.    That being the case you will need to have "non toxic" shot.
