I'm no legal expert but it sounds like a good thing to me. Judge Malloy used the fact that WY did not have a plan to shut down the first delisting of wolves in ID/MT. I think this change would prevent the same ruling in the future.

This is something that I will have to follow.  I'm not sure if it's good or bad?  But if the Center for Biological Diversity is against it, it's probably good for hunters.
