Are the areas in question permit only hunts for archery? I mean for branch antlered bulls.

All branch antlered bulls are permit only on the east side unles you drive up to Colville, or the NE corner.  That is anybull.  It is extremely hard to get a bull there though as they are scattered and you reall need to know your stuff.  I wouldn't recommend it for the starter hunt.
