bear hunting price of wales

Trying to go fall of 2013 for black bear. The road systems are closed for the fall hunt of 2012. Has anyone hunted when this was happening? It seems like they just hunt the shore out of boats. is it still worth going if the road system is closed? Any suggestions on a place to stay. we are doing it unguided just looking for some recommendations. any help would be appreciated

Just got back from there last week with another forum member. great place to hunt but as of fall, they are going to draw only bear season and only 10% are going to nonresident.

I've hunted POW a lot for bear in the spring, but never the fall.  They don't close the roads, your just not allowed to drive them while hunting.  You can still drive the roads.  A lot of people will use skiffs to get to the river/creek mouths and then hike in.  Or you can use a pedal bike on the roads. 
For a first time hunter there, if you gt drawn I would recommend contacting mike of Coffman Cove Aventures.  He runs an outfitter and can set you up with a skiff, a vehicle, nice cabins and good food.  I have used him a couple of times in the past.  Reasonable rates.  But, as gasman stated, nonresident will have to draw or hire a guide starting this fall. 
I will probably never hunt there again.  I love it up there, but the draw thing really turned me off.  It was pushed for by the guides who charge about 5k$ for a week.  There are a lot of bears on POW, and it is easy hunting from skiff or vehicle.  It is(was) the perfect DIY bear hunting locale.  Good luck.
