If it is pulling the cases all the way out of the chamber but not kicking them out it sounds more like a gummed up ejector.  Usually if the extractor is bad it wil drop the case before it clears the ejection port/openning.  Try a little Kroil around the ejector or spray some non-gumming light oils(WD-40 gums very bad I made alot of money repairing guns that got WD-40 baths) at the base of the ejector,  then press the ejector in and out with a cartridge head and make sure it is free.

Firemasters did a nice job of installing a Sako extractor in my 722 Rem. (no replacement extractors availible)

It does sound like a gummed up ejector.  Spray is down good with some brake clean, blow it out with air, then a couple drops of oil.  It you have a punch, take it out completely and then clean it out.  If its extracting, most likely the extractor is fine.  Another possibility, if its a Sako extractor, the case could be hitting the scope on the way out and slowing things down a little as well.
