Yaquina Bay. You can throw your pots in 20 feet of water in the channel between the breakwaters. Get to the launch on the south side of the bay early and if he's there, buy some mink carcasses for bait. It's been awhile since I've been there, but we really nailed them around Thanksgiving a couple times.
If I recall, you can dig razor clams all the time too.
