Degrees of handicap

Went down to the barrier dam on the Cowlitz river to check out what is going on, met a fellow fisherman at the handicap ramp fishing.  He asked me if I had been down to the Blue creek handicap  fishing access lately.  I said no I have not.  Well he’s said that he was told to leave because he was not handicap enough.  ?   The game warden told him to leave or he was going to give him a ticket for fishing there!  This fisherman has a blue card hanging in his windshield and handicapp plates,  using a walker, and is a wounded decorated Vietnam vet! 
My question is:  Is there degrees of handicap now?  What determines handicap, fish and game, DMV or the doctor?  A couple days later I went down to Blue creek and looked at the sign.  All the sign states is that this area is a handicapp fishing area,  nothing about wheel chair fishing only.

Anyone heard of this  BULLS***?

Unfortunately its true. You have to be confined to a wheelchair, not just use a wheelchair to use those ramps. I remember several years ago anybody with a handicap card could use those ramps. There were people with very limited disability, but had the blue card that were there every day. Oftentimes crowding out, or not allowing access to people bound to a wheelchair. People were actually bringing wheelchairs even though their disability didnt require it. This was another case of greedy a holes ruining a good thing!

It would be a lot easier if they’d print the signs to say what the restriction actually is.
