Salmon in San Juans

Trying to look up the salmon regulations for area 7. I am using the Washington fishing app. This thing always confuses me. There is an emergency closure update for 7/21. Does this mean it is open until tomorrow or does the fishing start tomorrow? My dad is heading up as I type this to do some fishing. Can he fish for salmon today or does he have to wait until tomorrow?
