need help with choosing a camera

well, ive decided its time to get some cameras. ive never looked into this before, and i dont know anything about them, but im allowing myself a little $ to get some new gear this year and cameras are on the list.

whats a good reliable camera, that takes night shots and has good shutter speed, that wont break the bank? i dont want to spent a ton of $ just in case somebody finds my camera and decides to swipe it...
