Looking at the scope.. which you are probably not interested in because of WA rules.  I think it is a 3x9x40 Bushnell Banner - not one of the Elites...

I expect the price to jump a little before the auction is complete, but even if it goes to $250-$300 it still would be a good buy!

Sure hope you get it...  The guy is being a bit if a stiff requiring a FFL, but if you know somebody with or a shop with the FFL just to provide you the number you will be in good shape... he will not have to do any paper work so he should not charge you for it.  I have a friend that runs a local store and he said just have him send it to him... but I am not buying.

If'n you were to get it and shoot it - you might be surprised and start using it in WA also, using it during the ML and regular rifle season...
