FOPA Hughes Amendment VOTE APRIL 10 1986

At 0.05
Chairman Rangel: "There are four minutes remaining on all amendments..."

At 0.40
Rep. Roemer: "...for amendments not able to be discussed within the next 240 seconds, what happens to those amendments?  Do we have a chance to vote yes or no?"

Chairman Rangel: "Any amendments that have not been offered within the time allocated by the rule that has been voted on by the House will not be offered."


At 6.00
Rep. Hughes: "I move that the committee do now rise."

So, you can see that Hughes did not make a motion to vote on his amendment to ban machine guns until after the time had already expired.

At 6.43
Vote results on the Hughes Amendment: 124 yea, 297 nay, 14 nv

Not only did the time limit on the debate expire before the amendment was proposed, but it was voted down handily as well.

The 1986 ban on machine guns is invalid.

Start calling the NRA and your state and national reps.  Call some reporters too if you know any.

There are multiple threads on this over at AR15.com, and according to their conclusions the law was somehow passed later when the House voted on the Senate version.
