Dead bull in pickup (w/picture)

Today I saw a bull elk in the bed of a pickup truck driving down river road in puyallup. I was just curious if any bull permits had already started (looking thru the regs the only one i found is the blackrock tag). only other guess would be tribal? i snapped some pictures of the truck and stuff just incase. looked to be an okay 4 or 5pt, hard horned.  :dunno:

 I saw a couple this time last year up in the White River unit, they were tribal. :twocents:

 Incidentally, last week while launching my buddies boat under the 11th st. bridge on the Puyallup River, there was a partial carcass that had been tossed in at the ramp.

Pics?  Huntnphool, that sucks andits wasteful and uncalled for do should not be allowed to hunt if caught for awhile.  What a waste.
