Out of the loop question

With out going through the entire regulation book, can you still fish 2 rods for saltchuck salmon? Or do you need that ridiculasly priced endoresment? Thought I'd ask here before I set out reading the regs., giving myself a headache, and still not finding the answer. Thanks in advance.
