Late Rut Tactics?

So I wasn't able to make it happen during the early archery season, but luckily my wife will be hunting opening weekend for muzzleloader elk (Westside). Naturally I have a couple questions. First are the elk still bugling? Second what are some tactics you guys have found to be effective for late rut hunts?
