Muzzle loader west side special permit advice

I have never shot an elk, never even hunted one. I have done some scouting trips, even overnight trips. I have a place to hunt muzzie this year, bit would like to increase my odds applying for a cow tag that is considered easy to fill.  I would just be extatic to fill to put meat in the freezer. I can get out to scout, probably 2x per month, with one of those being an overnight hike. I prefer getting out of the truck and burning sole, but an elk is an elk my first year. 
I'm loving willapa hills late hunt wm, but looks like its harder to draw. I'm thinking late season, but I don't know which units are easy cow tags to fill.

Take a look into any of the January cow hunts. :tup:

Look at the cow permits, look at the number of permits compared to the number of people who applied for the permit.
Pick a area with  with the best chance to get drawn then go learn and scout that area.

I would lean towards the January cow tags. My dad has drawn three out of the last five years.

So all of the antlerless muzzzie tags that run later are easy to fill? I thought about the one in 504 Stella. Anybody hunt that unit before?

Yes.  There are elk there, but access is tough.  There is some timber co. land, but it gets hunted fairly hard.  Also, I think the elk there have been taking a bit of a beating since the season became 3 point or antlerless for nearly every season.
