Yale questions

I was looking at muzzle loader antlerless tags for Yale, and noticed there were 2 options.  the option in early muzzie season (oct 5-11) and the late muzzie season (nov 27-dec 15).  After looking up harvest reports, the early season has a crazy low success rate compared to the late season.  Is this because elk are not in the area for early season yet in that area? Or maybe just because its easier to find bulls? Or maybe more folks arent willing to shoot a cow in early season if they think they can get a bull in late season, so they just eat the tag on purpose?
The late season has a really high success rate, but is harder to draw.  If anybody hunts this area, and could help me out with this question that would be great.  Since i'm rambling:  Is yale an easy unit to fill a cow tag all the time, or just durring late season?  Harvest reports have me confused.

Its all about the snow. They winter in that unit. Late when the numbers are there. Rest of year most are in the Toutle. Also most of the Yale is private. Some public but not a lot. Most the elk stay on the private property.
