The states are killing the repeat offenders.  Hopefully after doing that for a bit the problem is smaller.
How about removing the problem all together rather than making it smaller?

There's a big one down at Bonneville just having his way with oversized sturgeon right now....

Unfortunately they can't kill the stellar sea lions, which are the big ones. They are a protected species and do alot of the damage to the oversized sturgeon. The California sea lions are eligle for removal. I wish the tribes would "ceramonially harvest" some of them (or all.)
