Not a chance that 9.9 made a Trophy move at 14mph. If an outboard isn't enough to get a boat on plane, the fastest it will go is called hull speed. Hull speed is about 6-7mph.

IMO,thats where you are right now. The 9.9 won't get the 16' almuminum on plane so you'll get about the 6.5mph you're getting.

You need more engine.

You might have it mounted too deep.

I would check the plug wires first. Are both plugs dry and hot after running? If you are getting good spark to both plugs then check to make sure your fuel lines are good. See if you can pump the bulb up until it is rock hard. If not you have a leak some where.  It might be the high speed jet in the carburetor. Just take the carb apart and remove the jet screw and look for any obstruction. If the motor is not reaching max rpms it could be a sensor is shutting it down. If it is oil injected you can mix the oil in the gas and unplug the oil sensor to check this. You can find the oil sensor by tracing the wire from the oil reservoir back.

Is that a long shaft motor? If the prop is to deep it will act just as you say. From what I can see from the picture that prop is sitting pretty deep in the water. I had this same issue one time when I put a 10 horse on a hydro plane thinking it would move pretty good. The shaft was to long and it would just plow through he water.

Looks this way to me as well.  My 15 hp Johnson will not push my Trophy at more than 6 or so mph.

But, also way too much boat for that motor as someone else mentioned.  That same 15 will pop my 14' much lighter aluminum boat than yours, out of the water with two people and fishing gear, but throw a bunch of camping gear and a dog in as well and it is plow city.

All good ideas! From the pic, it looks like you could trim your motor up a bit, as well. But then, I've been all wet before. good luck and keep us posted!

if it revs up like it should, check for a sheared prop hub.

9.9 is probably a little under-powered on a 16 footer but those engines had the same powerhead as the 15hp, and the 15 i had would push my 13' alaskan at nearly 25mph!
you can still get gas in heaven, and a drink in kingdom come,
in the meantime, i'll be cleaning my gun
