I assume you were probably on the cold water edge
(blue/green water). Get bigger fish there but never much in the way of schools. If the edge fish are there the blue water fish should be there too! May just need to get a little further out. I agree with sirmissalot, 32 miles seems awful close for blue water. Some years back in the 80's we wouldn't get into blue water schools off the Columbia until 120 miles.
If fishing for myself I prefer the edge fish. Generally bigger and I think they fight better. Just never much crazy all rods down type of school action in that water.
I was trolling edge water years ago with green and yellow feather jigs at 8 knots. Probably 70-75 miles off the mouth of the Columbia. Deck hand hells, "Hook up!" I look back from the flybridge and see a 15# coho skipping across the top of the water. Guess he was having an identity crisis
