I have a buddy that will get up in the am 4-430, go out and find the heard with an active bull or bulls, then he will gost hunt with the wind until it gets light then makes his move on them . Seems to work pretty good for him.

Find the herd is the problem.
People sleep peaceably in their beds at night only because rough men stand ready to do violence on their behalf

lotta bugles are due to the cows moving..hence low light, night and early am..as the bull tries to keep his cows together, also if there are rags hanging around that will also cause more bugling.

We got up at 2:30am hiked in almost 3 miles into Mt Adams wilderness in the dark. Sat bugling in some medows at 4am. Nothing..... We bugled the next 2 hrs in 4 diffrent drainages. west facing slope thick trees, water, medows near by.  Not even a coyote. Getting up early dont always work......LOL Did not see any fresh sign even. Gave up and went elswhere after 2 days
