Simpson Stone Sheep http://simpsonstonesheep.com/ gets my highest recommendation.  Though I'm not sure their moose will fit your budget I think they may on goat.  Can't find my latest news letter with pricing - Sorry!

I have not hunted with Cassiar Stone but I do know a good number of folks that have.  http://cassiarstone.com/  Goat hunting there is much tougher than with Simpson, but I think they have larger goat averages.  My pricing for them is almost 15 years old so I have no accurate information for you there.  Puts moose out, though I would expect goat might be there.

Cassiar Stone is always rated extremely high in both quality service and animals.  Simpson Stone is just the best bunch of folks you can run into.  If all works out I'll be up there next year!
