Used to get alot of resident silvers by steamboat using live candlefish. Im sure a streamer mimicking such would catch fish too.

I don't get many right now, but when the chum fry start flowing out of the rivers I  catch a bunch on sparsely tied clouser's, and  Miyawaki poppers. 5-6wt rods. I like intermediate sinking line for the clousers, and floating for the poppers. Have't done much from the beaches, but I have SLAYED them from my kayaks.

They had a guy talking about this on NWWC radio. If you Google it you should find it. He fishes the poppers year round as all ready stated. He guides them as well. Had some real good know how and go to to catching them. Good Luck!!!!

This fall got a couple using an inline spinner close to shore. I am betting you could just cast from the shore and get one. Otherwise trolling would work. I got them just screwing around and my lure was at the surface or less than three feet down. Picnic Point is where I picked em up and I see no reason why they wouldn't be around in winter.
Die fish!
