Oregon Concealed Carry Permit

I know this is probably the wrong category, but feel free to move it to the correct one...I just couldn't find one that seemed appropriate.

My question:  I'm a WA resident and have a carry permit in WA.  I have the acceptable training (former Military Police with DD214 documentation) and would like to obtain an OR carry permit because I travel there for work quite a bit.  Is one county more friendly than another?  I called down to Washington County to make sure I brought the correct paperwork and they said they would only issue me a permit if my final destination was in their county (I cover all of OR, so I didn't lie, I told them I would be all over OR).  She said that I didn't meet their criteria since their county isn't my final destination.  I've been told Linn Co or one of the bordering counties to the East are easier to deal with.  Does anyone have any recommendations?

I am currently in the process of getting an OR CHL. Not sure if training is required but I took a class through Northwest Safety First http://northwestsafetyfirst.com/ and they run through all of the requirements. They seemed to have worked something out with Columbia and Umatilla counties for getting OR non-resident permits. Evidently OR is not a "shall issue" state so it's up to the discretion of the county sheriff. I think having some certified training and the fact they know the instructor makes it easier for these counties to approve.

You have to apply in person so it's a bit of a PITA but that's what they require. Sounds like with your training and demonstrated need, you should not have too many problems. I would suggest that you apply only through either of those counties though.

Thank you both for the information.  I opened the link and immediately found a thread regarding Columbia County Sheriffs office and they specifically mentioned the steps a WA resident needs to take.

I think I'll pay them a visit on my next trip through.

Counties on the I-5 corridore are similar to here in W Wa. Apply further south or E of the Portland Salem area

I read once to call the least populated counties in Oregon since they want the revenue. I have no idea if this is accurate and don't remember where I read it so take it with a grain of salt.

Multnomah Co. just re-opened issuing handgun permits to WA residents. You need to tell them you do business in OR frequently and often carry valuables; that you need the permit for your personal protection on those trips. You know you also have to take a class, right?

No additional class needed if you meet one of the qualifications listed below...For me, Military Police training qualifies.

At the time of application, you must be able to demonstrate competence by any of the methods provided by law as follows:
1.Completion of any NRA firearms safety or training course, if handgun safety was a component of the course.
2.Completion of any firearms safety or training course or class available to the general public offered by law enforcement, community college, or private institution, or firearms training school utilizing instructors certified by the NRA; or law enforcement agency if handgun safety was a component of the course.
3.Completion of any law enforcement firearm safety or training course offered for security guards, reserve law enforcement officers, investigators, or any other law enforcement officers if handgun safety was a component of the course.
4.Presents evidence of equivalent experience with a handgun through participation in organized shooting competition or military service.
5.Is licensed, or has been licensed, to carry a firearm in this state, unless license has been revoked.
6.Completion of any firearms training or safety course, or class, conducted by a firearms instructor certified by a law enforcement agency or the NRA, if handgun safety was a component of the course.

Just a quick update in case anyone else that is a WA resident is considering getting an OR CHL...
I just got off the phone with the Columbia County Sheriff's Office (St. Helens, OR) and they walked me through the process.

To do this, you need to complete the application, obtain 2 non-related references, complete a letter to the Sheriff with a compelling reason as to your need for a CHL, have documented proof of training/proficiency, possess and bring a WA Concealed Carry Permit, make an appointment and bring $75 cash or check (no debit or credit).

The Application, Reference Forms and information on what constitutes acceptable training is all listed on their website.

My appointment is set and I don't anticipate any issues.  If I run across a road block, I'll post an update for those interested.

Multnomah Co. will also accept a Range Safety Officer certification as filling the handgun training requirement. I just got an email back from the CHL unit.

Just to close the loop on what happened here...Assembled evidence of acceptable training, letter to the Sheriff, 2 reference letters, my WA carry permit and my drivers license and attended my scheduled meeting at the Columbia County Sheriff's Office in St. Helens, OR.  Turned in paperwork, got my picture and fingerprints documented and I was out the door in about 18 minutes heading home.

If any WA resident is interested in getting a carry permit for Oregon, it was a pretty straight forward process.
