YES. You may apply for an antlerless moose permit if you have harvested a bull moose previously in Washington.
As far as I know you can shoot as many cows as you can draw tags

In my opinion a moose is a moose, and if you draw any moose tag, you should be done applying for moose in this state.

Clarification: if the cow was killed on an "any moose" permit, you are done. If the cow was killed on an "antlerless only" permit, you can continue to apply and potentially draw.
