I found one for sale and the seller says it's WA legal. Does this kind have an exposed primer?

Yes it does. I know a couple guys who have them and they are a decent gun. Accurate for sure. And a good value.

The buckhorn comes with a 209 nipple, but sportsmans has the #11 nipple on hand to make it gtg for washington, it is exposed, decent entry level muzzleloader for sure.

Musket cap is far supperior over a #11. I would look to see if you can get a musket nipple

The breach on this model will allow you to use #11 or musket caps. You can purchase them online or at sportsman warehouse.
