You certainly can! And if the quota lasts longer its more big females into the shallows to spawn. and better weather chances too.

Halibut spawn at depths of 1500+ they feed shallow in our coastal waters in the spring and summer then migrate outward to the continental shelf to spawn in the winter months. I don't think many people are aware they are a migratory fish
