Are boat tabs only required for motorized boats, in rivers and marine areas?

No,They are also required for vessels that have sails as well.  :chuckle: Me thinks you are trying to entice an arguement.  :chuckle:

Boat Registration
Register your boat with the Washington State Department of Licensing. To navigate, operate, employ, or moor your vessel in Washington, you must have a Washington title, registration card, and registration decals, except:

If your vessel is a canoe, kayak, or a vessel not propelled by a motor or sail.
If your vessel is less than 16 feet in length and has a motor of 10 horsepower or less and is used on non-federal waters only.
If your vessel is properly registered by a resident of another state or country who uses Washington waters for 60 days or fewer.
The registration card (the cutout portion of the Vessel Registration Certificate) must be onboard whenever you use your vessel.

No water in the Wanapum this summer so I'm not registering. Unless I take it out someplace else. But in the 10 years I've had it, that's the only water it's seen.

As long as you stay on "non-federal waters" - No Puget Sound, Lake Wa, etc.

Last year they were dinging everyone for not having their registration "IN TH BOAT" they gave me a warning.
Mine has always been in my truck with the others, I just never thought about it being in the boat.

I've got mine in a zip lock bag duct taped securely to the inside of the boat since I don't have a box or anything like that to put it in

As far as the registration, I just cut out the wallet size in the corner of the full page and carry it in my wallet. The full size stays in the tow vehicle. My wallet is always on me.

so under 10 HP doesn't have to be licensed? I looked everywhere last year and couldn't find that. Is that an RCW a WAC or what?

Any craft needs to be licensed if it's taken on federal waters.  Under 15' and under 15hp motor doesn't need the boaters drivers license

Sammamish is federally navigable.

Not all boats on Federal waters. If you are a commercial fisherman or a guide you do not have to register you boat anywhere with the state as long as you are registered with the Dept. Of Revenue.

I hope that is only if you are boating with expired tabs.
I haven't put mine in the water for 2 yrs so didn't license it.  Is there a fine for that when I pick up new tabs?

no - you'll just pay for 2014 license year

It's as if 2013 never happened  -BUT- if you try to license before June you'll have to pay TWO years

You have to file for a new title, it'll take 3 years for completion.   There is a waiting period where you can't even license the boat  (60 days?) not sure

After that period is up then you'll get a special authorization to license the boat and then you can use it,  after the 3 year period is up then you can file for a title in your name.

DMV will send certified letter (open by addressee only) to the last listed owner of the boat, if that person doesn't respond the letter will be sent back to DMV unopened, and they'll start your process.

I recommend you look for another licensing agent,  were you using a contracted licensing place?

Might want to go to a real licensing department if so.

When we bought ours, I just had the guy we bought it from fill out a bill of sale.  Took that to the DoL and told them I purchased it but it had no title.  They had me bring in a picture of the serial number and gave me a title (in dispute title is what it's called when there is no title to transfer) and license on the spot.  In 2 years, if the original owner does not dispute my ownership of the boat, the boat is legally mine and I'll get a clean title.

That was my experience.  It sounds like with the DoL, your experience may vary
