Ive never fished the sound, but off the oregon coast we use whole herring rigged up with a mooching sinker and an RSK. We fish in 150-200 feet of water and the current works the herring. hit bottom 3 cranks up and we drift. Havent been skunked yet.

My buddy has been fishing mutiny bay and they have been catching chickens. They are using whole herring with a glow hootchie over the head of the herring.

Went out and fished foul weather point and got one about 24 inches and let go and a ton of rock cod. I guess it's just across the water from mutiny bay
