I hate to be that guy, but I'm pretty certain that you shooting the animal with the intention of her tagging it falls under "party hunting" which is a serious big game violation. You may want to rethink your post.
Hes just another hunter trying to kill an elk. When the two arrived at the animal they reviewed the kill an determined that Amber's arrow was the first blood arrow (1st shot that will mortally kill the animal). Although hunter 2 wanted the bull for himself..the prevailing law of the land prevails and alas...Amber gets to tag the bull..better luck next time Paul...no illegal activity here!Im typing from the woods...aint no elk in Western Wa tempted by my weak ass calling...Good job Amber!

Party hunting means I would have shot the bull and only me and then had her tag it. There is not law that says while a animal is still alive if she shot it that I can not, that is silly. Her shot was a fatal one, mine just made that process even faster, thus she tagged HER bull.

If you were both legal to shoot that animal then what went down was totally legal. She had the First fatal shot therefore it is hers to hang a tag on. Had her shot not been fatal than the first fatal shot would have rightfully been the one to tag the animal. If she had missed or just wounded the animal and the second hunter made the fatal shot and then allowed the first shooter to tag the animal than that would be considered party hunting in my opinion.
