Convert Wind Duck to Pull String Wing flapper duck?

I am looking at buying a Strand Outdoors Whip Splash from Sportsmans.  Before I go and spend $130, does anyone know a good way to convert an air lucky wind duck?  I would like to try the conversion even if I end up buying the whip Splash.

I was going to do the same from parts off McMaster-Carr but decided it wasn't worth the time. I'm sure it can be done and if you have access to a mill or lathe would be easy to make parts since they are very simple internally.

It's a childs pull toy.
Buy an alum arrow and cut it off at 12", glue in the inserts at both ends. I found that .270 cal cleaning rods will screw into the inserts. Buy a set of .270 cal cleaning rods. Go to craft store and buy the corrorgated plastic. Cut out the wings any shape you want and head them with a hair dryer and then insert a rod in each of the wings. Try to get a 50/50 balance on them. Find an old large spool of thread, something in the 1.5" or larger diameter. They should just barely slide over the arrow shaft. Center the spool. Cut out the bottom of a decoy and slots for the wings. Cut out a base for the decoy to sit on. I used some old paneling. Cut some 1"x 2" about 4" long and drill hole through them, you want the arrow shaft to fit through them. Secure them to the base. Get about 14" of surgical tubing and run it through and eye screw and tie each end of the tubing to the arrow shaft, then attach your pull string. Then spin away.
