Blind

Is it legal to set up a blind before your hunting starts and then take it down right after your done. I will be hunting ebey and smith island areas.

Yes, you can build and take down a blind, many do.  You need some sort of cover if your hunting waterfowl.  If your in a public hunt area, I typically try to bring in my own blind material and cover it with local grasses.  If there are limited trees, I would look for downed limbs and branches to build cover.  Use the "dead" natural vegetation in the area or grasses, some get worked up if you hack on the trees.

Been there and wouldn't be surprised if someone is sitting in your blind opening morning. Public land equals 1st come 1st serve.

Also, remember that Ebey is a pheasant release site and as such is only open from 8:00 to 4:00 daily.  This goes until November 30th.  During that time you can expect to have upland hunters and their dogs all around you.  After the 30th it's game on...

Here's a recent discussion on the subject:

You can leave your blind behind as well... but like these guys said, first come first serve.
I've made countless blinds out in the Potholes, and many of them get poached the next day.
No big deal, they got there first, I just make a new blind the next day.

If you are hunting a walk in spot, an easy method would be some thick gauge turkey wire fencing, about 2-3 ft tall and maybe 6 ft long. Carry this in with you and just fill it full of grasses and twigs and any vegetation you can find. Takes you about 15 mins, but it's super easy, and makes a great little spot to sit behind. at end of day, just shake all the grass and stuff off of it.
Stan Marsh: "My Uncle Jimbo says we gotta get up there early. Right Uncle Jimbo?"

Jimbo: "That's right, Stanley. Animals are much easier to shoot in the morning."

He said before his hunt and remove after his hunt.  So this shouldn't be an issue.
