Those are 2 of the lowest general odds hunts out there. 460 there are a bunch of elk but they find the private land pretty fast. You could buy a Hancock pass (if not sold out) or find isolated pockets in the national forest.
Most of the elk that are in 466 migrate down to the watershed or 454. Most of the access to the unit is in the high country and the roads can be sketchy on a mid summer day.
Not trying to be misleading (I will not be in either unit) but you may want to follow the masses to st Helens or sw Washington. There is a reason that's where the majority of the hunters congregate.
