2015 Spring Black Bear

When will Spring Black Bear applications be due? I looked on the WDFW site and all I saw was this last Spring's due date. Also, I have read that there are some maps in certain areas that allow Spring Black Bear that will show tree destruction caused by bears. Is there truth to this? Any help is appreciated.
